Kelly Education Selected as Tutoring Vendor for Arkansas High-Impact Tutoring Pilot Program

    March 14, 2025

ARKANSASKelly Education, the nation’s most trusted provider of education talent and workforce solutions, was selected as a tutoring vendor by the Arkansas Division of Elementary and Secondary Education (DESE). The Arkansas High-Impact Tutoring Grant Program is part of the Arkansas LEARNS Act, enacted in 2023. Placement on this list underscores Kelly Education’s commitment to driving academic achievement for K-12 students across the state.

The HIT Pilot Program, backed by $20 million in state grants, is designed to provide targeted support in Math, English Language Arts (ELA), and other principal content areas. Administered by DESE, the program emphasizes 1:1 or small group (1:4 or fewer) tutoring, high-dosage instruction for at least 30 minutes three times weekly, and consistent tutor-student relationships during the school day. These supplemental initiatives aim to help students thrive academically by addressing needs identified through state assessments and classroom performance.

Kelly Education stands apart from the 73 approved vendors as the only provider offering a solely in-person tutoring solution for K-12 students in all principal content areas, including ELA, math, science, and social studies/history, available statewide. With flexible scheduling before, during, and after school, Kelly Education meets the unique needs of Arkansas schools. This personalized approach also addresses the challenges districts face, such as workforce gaps, overburdened staff, and the complexities of hiring and managing tutors.

“At Kelly Education, we believe in the power of individualized education to shape futures,” saidDr. Stephanie Wall, director of learning services. “We are excited to partner with Arkansas schools through the HIT Pilot Program, delivering transformative tutoring solutions that make a real difference for students and communities.”

Key to the program’s success is its supplemental role in enriching the core academic curriculum. By fostering a consistent tutoring environment and focusing on individual or small group interactions, Kelly Education ensures that each session reinforces classroom learning goals, building confidence and lasting relationships with students.

Districts awarded grants are strongly encouraged to partner with approved vendors to maximize program outcomes. With funding confirmed to continue for the 2025-26 school year, districts will have the opportunity to reapply for grants this spring. DESE has recommended that districts select a tutoring partner before application submissions begin, ensuring seamless program implementation.
