Peter Quigley
President and Chief Executive Officer, Kelly®
When Peter Quigley was named president and CEO of Kelly, a specialty workforce solutions provider that connects vital talent with great companies, he knew he wanted to focus on creating enriching employment opportunities for more people around the world. Under his leadership, Kelly is championing today’s temporary workers and providing a best-in-class experience to organizations in need of their skills.
A life-long believer in the dignity of work, Peter witnessed at a young age what it means to overcome barriers and create a better future through employment. As a young boy, he witnessed his single mother working part-time jobs to make ends meet before leading her own marketing firm. That experience ignited his passion for flexible, nontraditional ways of working and today drives him to help workers and companies thrive together.
Prior to being named CEO in 2019, Peter held the role of executive vice president of Kelly and served as president of Global Staffing and as a general manager responsible for aligning Kelly corporate functions to the company’s growth strategies. In his 21 years with Kelly, he has also held executive leadership positions across operations, global sales, and account management; has served as the company’s general counsel; has overseen a full breadth of corporate functions; has been a chief architect of the company’s strategy; and has played a pivotal role in executing its mergers and acquisitions, including a joint venture in APAC and the expansion of Kelly’s education practice in the U.S.
His experiences—and his time spent with both clients and talent on assignment—have made Peter a passionate advocate for speed, innovation, and agility in an industry that faces constant disruption. These traits are central to Kelly’s new way of organizing the company to accelerate growth in chosen specialties such as science, engineering, education, office, contact center, light industrial, and more.
Peter leverages his industry knowledge, and passion for helping connect people to work on multiple fronts.
At Kelly, he inspired the company’s Equity@Work platform, which seeks to upend systemic barriers to employment and make the U.S. labor market more equitable and accessible for more people. He also serves as a member of Kelly’s board of directors.
Beyond Kelly, Peter serves on the boards of the American Staffing Association, the Detroit Economic Club, and the Detroit Regional Chamber. He is a member of the Chamber's Executive Committee and serves as chair of its CEO Talent Council.
Peter’s work has earned him the designation of a Staffing 100 leader by Staffing Industry Analysts for seven consecutive years (2017-2023).
Before joining Kelly, Peter held a variety of roles at Lucent Technologies and AT&T Corporation. He practiced law early in his career after earning his Juris Doctorate from the National Law Center at George Washington University and a bachelor’s degree from the University of Michigan. He is a member of the State Bar of Michigan and the District of Columbia Bar.
Apart from spending as much time as possible with his wife and children, Peter is an avid runner who also enjoys crossword puzzles, podcasts, euchre, Michigan craft beer, and an occasional round of golf.
Amy Bouque
Chief People Officer, Kelly®

Amy Bouque has a passion for empowering people to thrive at work and in life. As chief people officer for Kelly, a global leader in providing strategic workforce solutions and connecting talented people to great companies, she does exactly that.
Amy leads the human resources practices for the more than 5,300 internal full-time Kelly employees around the world. She views their dedication to connecting people of all backgrounds with work that enriches their lives as a truly noble cause. Describing herself as an ally to all people, Amy strives to accelerate the success of the corporate Kelly team through transformative HR initiatives that help employees find their purpose through meaningful work.
Citing empowerment, inclusion and compassion as guiding principles, Amy says it is a privilege to be a people leader at a talent-focused organization that embraces the full humanity of all workers and supports all workstyles. She joined Kelly from Ally Financial Inc., where she shaped Ally’s human capital strategy during her 12-year tenure and most recently served as executive director of talent management. Amy stepped into her role at Kelly with the firm belief that its employees, clients and talent customers can only thrive together.
Amy’s passion for helping people succeed extends beyond the business. She is equally committed to lifting up her community, being a founding member and former board president of Impact100 Metro Detroit, a women’s collective giving organization that awards high-impact grants to local nonprofit heroes.
Amy holds degrees from both Michigan State University and Wayne State University. With both kids off to college, Amy is currently discovering her new normal as an empty nester. In her spare time, she enjoys reading, hiking, kayaking, and sitting at a bonfire with a glass of red wine.
Tammy Browning
President, KellyOCG®
Tammy Browning is president of KellyOCG responsible for the company’s $17 billion global MSP portfolio, which includes embedded solutions such as services procurement, payroll outsourcing, the global RPO practice, and the Ayers Group outplacement. KellyOCG partners with some of the largest organizations in the world including many of the Fortune 500®.
Her path to executive leadership started more than 20 years ago with a temporary role as a candidate coordinator with Kelly. Demonstrating a skill for visionary thinking, combined with a passion for operational excellence, Tammy held several customer- and talent-facing manager roles across the business—eventually leading the west territory and IT practice for the company’s U.S. staffing operations. In 2010, she joined a supplier to Kelly as senior vice president responsible for all U.S. operations before returning to Kelly in 2017 with additional expertise and expanded oversight. Tammy’s 360-degree view of business operations provides her with a unique level of insight that continues to shape her leadership style today.
She’s passionate about the opportunity to change lives and provide purpose by connecting people to meaningful work. Tammy is inspired by the extraordinary stories of the people her team impacts and their ability to help customers realize the value of all workstyles. She brings a pioneering spirit to internal and external challenges. This approach to do things differently extends across every part of the KellyOCG business. Inspiring Workplaces named Tammy a 2021 Inspiring Leader for being inclusive, courageous, transparent, and empowering. Diversity Journal also recognized Tammy’s strong leadership efforts and named her a 2020 Women Worth Watching award recipient.
Tammy is a well-seasoned and self-proclaimed “travel sports mom.” In her free time, you can find her spending time with her family and spoiling her grandchildren.
Tim Dupree
President, Kelly® Professional & Industrial
Tim Dupree brings passion for growth to his role as senior vice president at Kelly® and president of Kelly Professional & Industrial. With his vast experience in operations, sales, and design, Tim is focused on driving profitable growth and increased specialization in Kelly’s largest and longest-standing portfolio—comprising businesses for office professional, finance, contact center, and light industrial talent across the United States, Canada, and Puerto Rico.
Previously, as senior vice president and chief growth officer, Tim accelerated Kelly’s transition into a specialty talent company. He led the charge to execute Kelly’s long-term strategy, facilitated collaboration across the organization, and developed metrics and accountability mechanisms to ensure Kelly’s teams prioritized growth mandates and met expectations. Tim’s deep experience in growing the Kelly brand has resulted in solutions that have expanded and deepened customer and partner relationships.
Tim joined Kelly in 2000 in an operations role in North Carolina. During his tenure, he has held positions of increasing responsibility within the global solutions and corporate accounts teams, including senior vice president and managing director of global service, and vice president and group leader of global solutions design.
Tim earned a Bachelor of Science in Business and Marketing from Gardner-Webb University and completed the International Business Studies Program at Franklin College in Lugano, Switzerland. He is certified in Human Capital Strategy and Strategic Workforce Planning and is the author of “Journey to Talent Supply Chain Management. ”Tim is a member of the Strategic Advisory Board for the International Association of Outsourcing Professionals (IAOP), has been named to the 2023 and 2022 Staffing Industry Analysts (SIA) Staffing 100, and has been featured among a select group of professionals on Supply & Demand Chain Executive’s “Pros to Know” list.
D. Hugo Malan
President, Kelly® Science, Engineering, Technology & Telecom
Hugo Malan is president of Kelly Science, Engineering, Technology & Telecom, an operating segment of Kelly that powers tomorrow’s innovations with today’s brightest talent. In this role, he leads a team of workforce solutions specialists who partner with leading organizations to position them ahead of industry trends that are shaping their talent needs.
An electronic engineer himself, Hugo brings to his role a unique combination of first-hand specialty expertise, successful executive experiences, and a deep understanding of workforce strategies. As a member of Kelly’s senior leadership team, Hugo reports to President and Chief Executive Officer Peter Quigley. He is among the architects of Kelly’s acquisition of Softworld, the largest acquisition in the company’s history, which significantly expanded the scale, specialty expertise, and solution set of Kelly’s technology business.
Prior to joining Kelly in 2020, Hugo served in executive leadership positions at specialty talent companies, as well as in retail, financial services and consulting. From 2016 to 2019, he worked for light industrial staffing firm EmployBridge, serving as president of its Commercial Businesses before being named chief operating officer. From 2014 to 2016, he was executive vice president and president, Talent and Technology Solutions for CDI Corporation, which specializes in IT and engineering staffing and consulting. Prior to that, Hugo was senior vice president and president of operating units for Sears Holdings. Earlier in his career, he was managing director and global head of talent strategy for Lehman Brothers and served as a management consultant with McKinsey & Company.
Hugo is recognized within the staffing industry and beyond for his visionary leadership and passion for disruptive innovation. In 2021 and 2023, he was named to the Staffing 100 North America, Staffing Industry Analysts’ annual ranking of the most influential leaders in the staffing industry. He also serves as an advisor to several technology startups to which he provides guidance on strategy and development.
Hugo earned a Ph.D. in electrical and electronic engineering from the University of Cambridge (St. John’s College) in the U.K., and master’s and bachelor’s degrees in engineering from Stellenbosch University in South Africa.
Keilon Ratliff
Chief Diversity Officer, Kelly®
When Keilon Ratliff was named the first Chief Diversity Officer at Kelly in September 2022, he stepped into the role with more than 23 years of experience in the staffing industry, a passion for breaking hiring barriers for underemployed talent groups, and a track record of success with clients and job seekers.
As chief diversity officer (CDO), Ratliff leads the development and execution of the company’s diversity, equity, and inclusion (DEI) strategy, including programs and partnerships to attract and retain a diverse and inclusive workforce for Kelly and its clients.
Prior to being named CDO, Ratliff was a driving force behind the growth of the company’s Equity@Work initiative, which makes employment more accessible for job seekers who face discrimination. His pioneering work included a pilot project that inspired the launch and catalyzed the growth of Kelly 33, an initiative that connects Kelly clients with job seekers who have a non-violent, non-relevant criminal background.
A solutions-driven leader, Ratliff previously led the automotive, energy and finance business at Kelly Professional & Industrial, where he was responsible for driving growth and profitability within these industries in the United States, Canada, and Puerto Rico. He has also served as vice president of operations at KellyOCG, the outsourcing and consulting business of Kelly, where he was responsible for operational delivery within the industrial and manufacturing industry. Prior to that he was an operations leader in the Strategic Accounts and Operations Group at Kelly. In total, he has 20 years of experience with the company, serving in several additional key roles throughout his tenure.
Ratliff is a Six Sigma Green Belt and holds a bachelor’s in psychology and human resources and an MBA from Ohio Dominican University. He serves on the advisory council for the Responsible Business Initiative for Justice (RBIJ) and was named to Staffing Industry Analysts’ List of DEI Influencers in 2021 and 2023. He lives in Columbus, Ohio with his wife, two sons, and two dogs.
Nicola Soares
President, Kelly® Education
As president of Kelly® Education, Nicola Soares believes that education is the bedrock of a thriving society and that the talented people who work in our schools, colleges, and universities are crucial to powering the future of learning and unlocking student potential.
Nicola has successfully led the expansion of Kelly Education from providing substitute teachers in K-12 schools across the U.S., to providing specialized talent solutions––including adjuncts, paraprofessionals, tutors, therapists, and nurses––in academic settings from early childhood through higher education, making Kelly Education the nation’s largest and most trusted education talent solutions provider.
She recently led the acquisition of the premier executive search agency, Greenwood/Asher & Associates. The firm’s reputation for inclusion and diversity in academic leadership placements in higher education is unrivaled. A champion of women in the workforce, Nicola serves as the executive sponsor for the Kelly Leadership in Action program—which began with a focus on women, and is now dedicated to developing successful leaders of all genders in the global marketplace. She’s also the executive sponsor of the Kelly LatinX Affinity Group, an employee-led community focused on building a more inclusive workplace.
Nicola is recognized as one of the 100 most influential people in the workforce ecosystem by Staffing Industry Analysts. She’s been named as a “Global Power 150 – Women in Staffing” leader for three consecutive years, and Profiles in Diversity Journal has placed her on the “Women Worth Watching” list for her work in building inclusive environments.
With more than 20 years of experience in education, she works with policymakers to effect change and writes about topics shaping the future of learning. Nicola is a proud alumna of the Fryeburg Academy in Maine, where she also serves on the Board of Trustees. She earned her bachelor’s degree from the University of Lynchburg in Virginia.
Prior to joining Kelly® in 2010, Nicola was first a teacher, then a pioneer in academic product innovation at McGraw-Hill Education and NBC Universal, where she led sales and marketing for the education initiative, NBC Learn.
Olivier Thirot
Chief Financial Officer, Kelly®
Olivier Thirot is executive vice president and chief financial officer for Kelly, a global provider of workforce solutions that is always thinking about what’s next in the evolving world of work, helping people ditch the script on old ways of thinking and embrace the value of all workstyles.
Olivier is responsible for the financial operations of all segments of Kelly’s business. He joined Kelly in 2008 as vice president of finance for Kelly EMEA region, bringing with him a broad range of international experience in the areas of treasury, tax, compliance, budget forecasting and strategic planning. In 2011 he assumed the additional responsibility for Kelly’s APAC region. Olivier transferred to Kelly’s Michigan headquarters in 2014.
He previously worked at L. Raphael, a start-up company based in Geneva, where he served as chief financial officer. Prior to that, he spent 18 years with Bacardi, LTD in various leadership positions. Olivier obtained his Bachelor of Economics, Master of Business Administration, and Master of Political Science from Universite de Bordeaux. In addition, Olivier completed the Executive MBA program at the University of Virginia.
Troy Anderson
Executive Vice President & Chief Financial Officer Designate, Kelly®
Troy Anderson is a results-oriented senior financial expert who has driven transformational change at public companies in the technology, business services, and workforce solutions industries. As executive vice president and chief financial officer designate for Kelly®, a leading global specialty talent solutions provider, Troy is responsible for the financial operations of all segments of Kelly’s business.
Troy joined Kelly in October 2024 with significant corporate governance expertise and decades of experience in mergers, acquisitions, and strategic transformations that significantly enhanced shareholder value. He has been involved in debt and equity capital raises worth billions of dollars, bringing extensive investor relations and finance experience to the company.
Previously, Troy was executive vice president and chief financial officer at Universal Technical Institute (UTI), a leading workforce education solutions provider with more than $700 million in annual revenue. In that role, he partnered with the executive team and board of directors to execute a growth, diversification, and optimization strategy that more than doubled revenue and significantly increased profitability and market capitalization. He led efforts to raise more than $250 million in equity and debt capital and two acquisitions totaling $75 million in purchase price and $225 million in revenue.
Prior to his time at UTI, Troy was the global finance leader and corporate controller for Conduent, a $4+ billion global business process outsourcing provider, where he managed the financial aspects of a spin out from Xerox and a multi-year business and finance transformation. He led all global commercial financial functions and corporate financial planning and analysis. In addition, Troy has held various financial roles at Xerox, Sprint Nextel, and big four public accounting firms.
Troy has participated in Deloitte’s board readiness program, is active in the Phoenix area CFO community, and was a nominee for 2022 CFO of the Year with the Phoenix chapter of Financial Executives International. He serves on the advisory board of the Phoenix chapter of the CFO Leadership Council and the finance committee of his local community association. He was also an inaugural advisory board member for a local startup he invested in.
Troy received Bachelor of Science degrees in finance and accounting from Salisbury University and an MBA from the University of Maryland. He also earned the Certified Public Accountant designation from the state of Maryland.
Vanessa Williams
General Counsel & Corporate Secretary, Kelly®
Vanessa Williams is a loyal leader, steadfast in her beliefs, oath as an attorney, and commitment to colleagues. As senior vice president, general counsel, and corporate secretary for Kelly, a global leader in providing strategic workforce solutions and connecting talented people to great companies, she oversees the legal, governance, investor relations, enterprise risk management, insurance, corporate security, and communication strategy teams.
Vanessa joined Kelly in 2020 with 24 years of senior legal experience at companies in the data science and information industries. She manages regulatory and legal compliance for Kelly, directs strategic legal initiatives, and provides senior management with actionable counsel. Vanessa also oversees the global legal team and manages outside counsel relationships.
With extensive experience in commercial transactions, litigation management, data privacy, international law, and contract management, Vanessa offers counsel grounded in the rule of law and nurtured with practicality and innovation. She leads her teams with integrity, respect, and honesty, and is passionate about giving back to others and within her community.
Prior to joining Kelly, Vanessa served as senior vice president in legal, risk and compliance for IHS Markit, a London-based global information provider. She is a former editor-in-chief of the American Bar Association journal, The Brief, has authored articles for the Michigan Bar Journal, and is a contributing author to Michigan Insurance Law and Practice.
Vanessa is a fellow of the American Bar Foundation and the State Bar of Michigan Foundation, former chair of the State Bar of Michigan Representative Assembly, and past president of the Association of Defense Trial Counsel. She currently serves as an independent director on the boards of Horizon Bank and Horizon Bancorp, Inc. Vanessa is recipient of the Crain’s General & In-house Counsel Award for large private companies. In 2021, she was named to the EMpower Ethnic Minority Executives list, initiated by diversity and inclusion membership organization Involve.
A graduate of William and Mary Law School, Vanessa earned her MBA, with a focus in international business, from Wayne State University and a bachelor’s in communication from the University of Alabama. She is a huge Alabama football fan and enjoys exercising, reading, and traveling with her family.
